ACT Rental Insulation Deadline: What Landlords Need to Do Before 30 November 2026
If you own a rental property in Canberra, now is the time to check whether your ceiling insulation meets the ACT’s minimum rental standard.
For existing tenancy agreements, rental properties must meet the minimum ceiling insulation standard by 30 November 2026, unless the property has a valid exemption.
With the deadline approaching, understanding what insulation is currently installed in your property can help you determine whether any work is required.
What Is the ACT Rental Insulation Standard?
Under the ACT’s minimum housing standard for ceiling insulation, rental properties with no ceiling insulation or existing insulation below R2 need to have their ceiling insulation installed or upgraded to a minimum R5.
Rental properties with existing ceiling insulation of R2 or higher meet the minimum insulation standard, subject to the applicable requirements.
You can read the full requirements on the ACT Government’s minimum housing standard for ceiling insulation.
How Can Landlords Check Their Existing Insulation?
For many Canberra landlords, the first challenge is simply finding out what is already installed above the ceiling.
If you purchased an older property, you may know that there is insulation in the roof space but not know what type it is, what condition it is in or what R-value it provides.
A professional ceiling insulation assessment can help identify the existing insulation and provide a clearer understanding of what may be required.
This can be particularly useful for older rental properties in suburbs such as Kambah, Wanniassa, Charnwood, Higgins, Holt and Calwell, where existing insulation may have become compressed, damaged, uneven or disturbed over time.
The ACT Government states that evidence of compliance can include an insulation installation receipt showing the R-value, an inspection report from an insulation installer, an Energy Efficiency Rating report for eligible properties, or other accepted documentation.
Don’t Leave Your Rental Property Until November
If your rental property requires an insulation upgrade, there may be other requirements that need to be addressed before installation.
Where new ceiling insulation is required to meet the rental standard, the landlord must ensure an electrical safety inspection is completed by a licensed electrician before insulation is installed. Any required electrical work must also be completed before the insulation installation.
Getting your property assessed early gives you more time to understand what work may be required and arrange the necessary trades.
